Challenge:

Network Rail required expert support to develop a robust business case for Digital Railway funding from the Ministry of Transport. The objective was to secure investment for upgrading digital systems and aligning rail capabilities with international standards. Without a compelling, evidence-led proposal, the funding request risked rejection.

Action:

RT Consulting provided business case development expertise to coordinate inputs across departments and systems. We facilitated stakeholder engagement to ensure data accuracy and relevance, and developed a detailed 100+ page business case. This included full cost analysis – covering estimates, forecasting, risk, optimism bias, and benefits – to clearly define return on investment and strategic impact.
