Counter Terrorism Policing HQ required strategic delivery support across a complex portfolio of national projects. These spanned intelligence, ICT, compliance, and transformation, with a focus on raising P3M maturity, modernising operating models, and coordinating delivery across the Counter Terrorism Network – including the Met Police, MI5, the Home Office, and all 43 police forces.

Action:

RT Consulting provided experienced consultants from policing, military, civil service, and industry backgrounds to lead delivery across key strategic pillars. We established a Portfolio Management Office (PMO) to provide consistent control across 24 projects and programmes, offering expert guidance in PPM, leadership, and design support.

Formal Commendation For Results Achieved

Our delivery created a national baseline of capability and cost, enabling more effective, efficient, and sustainable operations. By bringing the re-scoped programme within performance, time, and cost targets, we restored sponsor confidence and received formal commendation from the Metropolitan Police Service.
