Challenge:

RT Consulting was engaged to support the development of national Minimum Standards for Victims Meeting Rooms (VMRs) across all Crown Prosecution Service (CPS) regions. The project supported closer alignment between Security and Health & Safety functions, helping to clarify risk ownership and enhance the shared approach to duty of care.

Action:

We conducted a full documentation review, gap analysis of risk assessments, and stakeholder engagement to clarify responsibilities and legal obligations. Working closely with both the Security and Health & Safety teams ensured alignment and transparency throughout delivery.

Improved Collaboration & Accountability

Produced a report providing comprehensive standards, clarified departmental roles, and delivered practical recommendations on staff training, incident response, and future risk management. The work has helped improve collaboration and accountability across CPS safety functions.
